Authorize the Chairman or Vice Chairman, working with Airport staff and the County Attorney, to negotiate the location and conditions for a right-of-way or easement over Rutherford Airport Authority property for utility purposes in favor of the above properties and to execute such legal instrument for recording as shall document the same.
