NCGS § 108A-74 requires County governments to enter into a Memorandum of Understanding (MOU) with the North Carolina Department of Health and Human Services. The MOU outlines Audit Requirements, Record Retention requirements, Confidentiality Requirements and other obligations required of the County Department of Social Services (DSS). The MOU further defines the responsibilities of DSS regarding the adherence to mandated performance requirements and compliance with defined administrative responsibilities including data security and reporting. The MOA is effective on July 1, 2024 and shall continue for an initial term of 24 months following the effective date, through and including June 30, 2026.
