The Rutherford County Economic Development Action Plan provides a coordinated, implementation-focused strategy to strengthen the County’s long-term economic competitiveness. The plan establishes seven strategic goals focused on business growth and diversification, development-ready sites and redevelopment opportunities, workforce and education alignment, infrastructure and housing capacity, tourism and quality of life, marketing and branding, and stronger organizational partnerships. It builds on recent economic development successes while identifying practical actions to support job creation, private investment, tax-base growth, site readiness, and a more resilient and competitive countywide economy. This plan was completed in partnership with Rutherford County, Rutherford County EDC, Foothills Regional Commission, and the NC Department of Commerce.
