The late Joseph Randall, a Rutherford County native and resident, was appointed to the North Carolina Department of Transportation State Advisory Board and served as Chairman of the Secondary Roads Council. He also served for 25 years on the North Carolina Aeronautical Council and was very instrumental in securing grants and funding for the Rutherford County Airport. A plaque has been prepared honoring Mr. Randall, and it is requested that this plaque be placed at the Rutherford County Airport.
